The problem is too many people do not want an opportunity but a government check.

There are probably a million more jobs than qualified people who can do the job well enough to EARN a salary, let alone those who consider working honorable and welfare dishonorable.

Maybe it's time to offer welfare recipients job training. If they agree and participate in earnest increase their benefit by 10% while training. When they become employed let them keep 50% of their benefit for 1 year as incentive to get ahead, at the end of one year they're on their own. Those who enter the training to s**m the system are dropped out and their benefit reduced by 10%. Those with little training ability are put to work in daycare centers watching the children of the trainees under professional supervision.

Good ideas, except for the daycare. You never know if shiftless, lazy users can be trusted around children. Let them pick up trash instead.
