Let's make one thing perfectly clear. The Mueller Report listed 10 possible obstruction of justice charges against Trump
Mueller did not leave investigations into these chargers to Barr, and did not do so specifically despite the lie by Barr that he did. He refused to indict or subpoena the president because the law on doing so for a seating president appeared to be questionable by his investigative probe. Mueller gave direct instructions in his report that those 10 obstruction of justice was to be and could only be left up to the House of Representatives, according to the U.S. Constitution Article II Section 4.
Trump was not exonerated, another lie by Barr, Trump, and the GOP. Barr said three times "no collusion," echoing Trump's endless meme. But collusion WAS NEVER PART of the Mueller investigation, as from the beginning of the report it is made plain that "collusion" is "too vague, not a legal term, and almost impossible to prove." Obstruction of justice was the only focus of the two years, and it found ten possible offenses by Trump. Barr proclaiming "no collusion" is like saying there was "no shoplifting." Thank you for sharing.
The Rose-colored glasses of Trump, Barr, and the GOP finding some redemption in Mueller's findings (because of Barr's misrepresenting the evidence) is understandable but sad and a lie.

Yes, not without indictments to pursue intent that he felt beyond his purview, which he therefore left to Congress.

You don't get indictments to pursue evidence:
You must provide evidence, to obtain indictments.
and the hunting license for the Mueller investigation came from falsely non gained warrants. Fruit of the poisoned tree.
Nobody in America would allow themselves to be railroaded into endless investigations without premises illegal at the root.
Too bad the press was so uninterested in telling that story for the last year and a half.

Yes, my bad. I misspoke. What I meant is that he had sufficient evidence for an indictments yet felt to pursue them was not within his realm of authority but that of Congress only.
