He is the Mayor of the nations largest city and is driven by the police. It is unlikely he has much input on the matter. It is interesting that the Pope is driven by choice in a compact car to represent that he is a humble servant but he still must be surrounded by a security detail. The ordinance that impacts the 60,000 large buildings in New York will have a significant impact on pollution and carbon emissions from New York. I guess the Pumpkinfuhrer will need to borrow some cash from the Russians for the upgrade... or to pay the fines!
