His mention of a Justice Department free from partisan influence is a not so subtle backhanded slap in the face to Trump who derided the institution on purely personal and partisan basis. Trump is too ignorant to read it for what it is and will of course focus on the personal praise of smalltalk between them. The best thing is that Rosenstein in a couple of weeks will be a private citizen and can testify freely to congressional committees. Hopefully Trump is too stupid to understand the risk this poses his junta.

That letter reads more like a DOJ mission statement or career opportunity brochure than the resignation letter of a corrupt deputy AG.

It's pretty obvious he's probably running cover for the 'establishment supporting' rhinos here..who-like the despicable dimocrats-do not wish to see any real changes occur within the corrupt 'networks' (the swamp) they have all been setting up for years. These 'networks' include (but are not limited to) the FBI, CIA, DOJ, and the IRS.. and both sides have been guilty in 'stacking the admin(s)', of every govt run entity with their own minions, typically as payback (and more importantly as insurance). They've done this, not so much on a partisan level, but in order to cover the Washington swamp's hijacking of our (entire) political system (for their own personal gains)... Both sides have vested interests in this NOT becoming common knowledge, concerning just how corrupt and deceitful Washington has become, and at this time still is... As we've seen repeatably, and for the most part, all these now corrupted agencies are very big on rhetoric and very short on action(s). The main purpose of this is to distract the attention of the general public, until the pols can create another smokescreen which will redirect attention elsewhere (so they can move on with their games which benefit ONLY themselves). Then hopefully during all the hoopla created, we will forget about the things they cannot logically defend and/or do not want to discuss, and move on. The whole system is FUBAR..but both sides have an interest in maintaining it. This is the 'cabal' (deep state) against Trump. They have successfully implemented what should rightfully be considered an underachieving 'status quo', which neither side wants any changes to, b/c it will upset what they've worked very hard to create. IMO all the only way to possibly correct this is to disband/fire all admin at all these corrupt agencies.. and basically start over.. which I don't see happening.

Reasons why Rosenstein resigned.
Deep State is under investigation at the DOJ's office. Now Congress is harassing DOJ Barr.
Rosenstein was involved in the activities, and felt guilty being part of the investigation. He appointed Mueller, best friend of Comey, to investigate the fabricated Russia Collusion against president Trump.
All guilty parties will soon be put to light, that include Rosenstein.
Witnesses have been identified, and all guilty parties will be disclosed.

Rosenstein mentions private talks between him and Trump during the Mueller investigation. That was highly unethical if not illegal.

Hmmmmm. You’re saying the president can’t have private discussions with his AG? Cuz Rosenstein was acting as AG after Sessions resigned.
Or is this just a rule you made up which applies only to Trump?
