The US Department of State runs all American embassies and consulates. The Secretary of State heads the Department of State. The SecState is directly accountable to the POTUS. The SecState is responsible for establishing security at these embassies and consulates. At the time of the attack on the B******i consulate, Hillary Clinton was the SecState. She was Ambassador Steven's boss and was ultimately responsible for security at that consulate.

The Obama admin wanted to maintain a low profile at this consulate, and so the State Dept hired a local Libyan m*****a, whose loyalties were suspect, to provide security.

Within months of the start of the Libyan revolution in February 2011, the CIA began building a covert presence in B******i. During the war, elite counterterrorist operators from U.S. Delta Force were deployed to Libya as analysts, instructing the rebels on specifics about weapons and tactics. Ambassador Christopher Stevens was named the first liaison with the Libyan opposition in March 2011. The consulate in B******i was a temporary mainly intelligence gathering operation.

In April, 2012, two former security guards for the consulate threw an explosive device over the consulate fence; the incident did not cause any casualties. Just four days later, a similar bomb was thrown at a four-vehicle convoy carrying the United Nations Special Envoy to Libya, exploding twelve feet from the UN envoy's vehicle without injuring anyone.

When Muammar Gaddafi was k**led by Islamist militants in October 2011, the Libyan government collapsed, and this opened the door for Islamic extremists (Al Qaeda, Ansar al-Sharia.) to infiltrate into Libya. The situation was volatile, the danger to Americans in Libya was extreme.

Ambassador Stevens, a seasoned diplomat, knew the risks he faced, and sent classified cables to all the agencies, regarding his concerns of terrorist attacks. He sent numerous requests to strengthen consulate security with American assets (US Marines) Such information would have reached the seventh floor within seconds, including the adjacent Operations Center. The State Department leadership had a myopic view of the critical situation that was unfolding in B******i and failed to protect the diplomatic personnel. In spite of the many requests by Ambassador Stevens, CIA agents, and diplomatic staff for sufficient security, the State Department denied or refused all requests.

Within minutes after the attack began, Washington DC was notified and SecDef Leon Panetta ordered an immediate military response by any assets who could possibly respond. This order was squashed by the State Dept, no asset moved.

On September 12, the day following the attack, Hillary Clinton and Obama's national security advisor Susan Rice went on TV and blamed the attack on an obscure youtube video and r**ts in Cairo, Egypt.

Susan Rice’s comments on the Sunday talk shows were met with shock and disbelief by State Department employees in Washington. The Senior Libya Desk Officer, Bureau of Near Eastern Affairs, State Department, wrote: “I think Rice was off the reservation on this one.” The Deputy Director, Office of Press and Public Diplomacy, Bureau of Near Eastern Affairs, State Department, responded: “Off the reservation on five networks!” The Senior Advisor for Strategic Communications, Bureau of Near East Affairs, State Department, wrote: “WH very worried about the politics. This was all their doing."

Although Hillary Clinton did not pull any AK47 triggers or lob mortar rounds onto the compound that k**led the two Americans on the roofs (Stevens and his information management officer Sean Smith had been k**led or died hours earlier), Hillary Clinton and the Obama admin are directly responsible for the deaths of 4 Americans.

The GOP refused to authorize $380 million for much needed increased security at embassies, yet they share no blame for this?

Bush was warned over a month in advance of a terrorist action, did nothing, and 180 people died in a car bombing, he was deemed rather directly culpable but presidents and staff are not held personally responsible for terrorist acts, never have been.
