Perhaps, if the Congress ever did it's job, it wouldn't encourage Presidents to take illegal unilateral actions.
We have three EQUAL branches of Government..............one of them is AWOL. What irks me is, we're still paying a fortune to maintains the SOB's.

I agree with you. Congress is completely at fault here. Both parties for there own reasons do not want to fix this problem. So, the questions becomes, what does the public do about it?
And, can you fault the president for at least attempting to address the problem if Congress refuses to act?
Hatch and Heller are out and McCain of course has passed away.
