US trade rep Robert Lighthizer even took some time to clarify that an MOU is binding which Trump clearly failed to understand.

"Look, if you can't understand that President Trump is stupid, then you're stupid. Period. It's not arguable. If you watch that, if you can't figure out why Donald Trump is unintelligent, that means you are also deeply unintelligent. That's just a fact and you can do wh**ever you'd like with that fact, okay.
