No. Local authorities should know how to best distribute federal aid. If President Trump had done what you said he would have been condemned by Democrats as a Dictator sending the military in to take over the island. It is similar to what happened during the Hurricane in New Orleans where the total incompetence of the local Democrats was put on President Bush. Democrats are experts at shifting blame from themselves.
It is a good thing Democrats are so good at raising the dead every e******n time, otherwise they would never be allowed to run anything.
