He said that he was going to work with Mueller and Rosenstein to figure out what was released or redacted to congress or the public.
This could obviously tie his hands and force releasing things that the white house prefers to hide. But having seen what is in the report and talking with Mueller when he took office, working with Mueller and Rosenstein gives him the perfect cover if actions need to be taken against Trump.
This is just my take, but I think Mueller told Barr that the information was going to get to congress and the public one way or another. Barr cannot stop it the way the white house will try to do.
