As far as declining assistance.. I truly think if you paid taxes, use all the exceptions etc that law allows, then you certainly should accept that assistance.
After all, you are paying for it...

We've had damage in the past that the government didn't think was damaged. Our crop was washed out and the government told us that it didn't count as a crop. We were raising alfalfa,but according to some bureaucrat alfalfa didn't qualify as a crop, so no help replanting. Then about 10 years ago, we had 120 mile per hour winds come through and take out power for just over a week (I know, not as bad as some who suffered longer power losses from hurricanes). I hand hauled water a quarter mile from the creek to supply my livestock and lost 3 freezers of meat (duck, goose, chicken, beef, pork, venison). People in the city who only lost power for a couple of days, received the same compensation as my neighbors and me. With my past experiences of the government helping in a disaster, I could tell them what to do with their help but I don't use that kind of language, especially in front of the ladies.
