A study of Lyndon B. Johnson provides new evidence that the 36th President stole his first e******n to the United States Senate, in 1948.

The book, ''Means of Ascent,'' by Robert A. Caro, is the second volume of a projected four-volume study, ''The Years of Lyndon Johnson.'' With a first printing of 250,000 copies, it is to be published on March 15 by Knopf, and excerpts have appeared in The New Yorker.

Mr. Caro maintains that although b****t fraud was common in the late 1940's in some parts of Texas, the Johnson campaign of 1948 raised it to a new level. Mr. Caro supports his charge with an interview with Luis Salas, an e******n judge in Jim Wells County who said he acknowledged his role only after all others involved in the theft had died.

Determined to Win at All Costs

It has been alleged for years that Johnson captured his Senate seat through fraud, but Mr. Caro goes into great detail to tell how the future President overcame a 20,000-v**e deficit to achieve his famous 87-v**e victory in the 1948 Democratic runoff primary against a former Governor, Coke Stevenson. A South Texas political boss, George Parr, had manufactured thousands of v**es, Mr. Caro found. Johnson died in 1973, Stevenson and Parr in 1975. Mr. Caro says the e******n showed Johnson's determination to win at all costs as well as his coolness under fire and his ability to select gifted lieutenants, whom he then manipulated.

''The point is that the 1948 e******n shed light on Johnson's character,'' Mr. Caro said in an interview. ''People have been saying for 40 years, 'No one knows what really happened in that e******n,' and 'Everybody does it.' Neither of those statements is true. I don't think that this is the only e******n that was ever stolen, but there was never such brazen thievery.''

Some Johnson loyalists refuse to accept Mr. Caro's conclusions. For example, Horace Busby, who was a 24-year-old aide to the Johnson Senate campaign, said he agreed with the historian's factual presentation but said it should be put in a broader context.

''I don't disagree with the accuracy of anything Bob has in there,'' said Mr. Busby, now a political analyst. But he went on, ''There was a lot of stealing in that e******n.''

Mr. Busby said: ''The irregularity in the v****g was caused in most instances by the local races - for a county commissioner, sheriff and county judge. It was just incidental that there were also v**es stolen for Johnson and Stevenson.''

The Dead, the Halt, the Unaware

''I don't think that either Johnson or Stevenon were directing any of this,'' Mr. Busby said. ''But if there had been no stealing, Johnson would have won that e******n by 5,000 v**es.''

Mr. Caro not only reviewed thousands of pages of court records, but also interviewed Mr. Salas, the e******n judge of Precinct 13 in Jim Wells County. Under Mr. Salas's supervision, Mr. Caro said, Johnson received the v**es of the dead, the halt, the missing and those who were unaware that an e******n was going on.

On primary night, a Saturday, the first tallies of the Democratic primary showed Johnson trailing his opponent by 20,000 v**es. Still unreported, however, were the v**es from San Antonio, where Stevenson had defeated Johnson 2 to 1 in the first primary. When those v**es finally came in, Johnson had won a stunning victory, carrying San Antonio by 10,000 v**es.

Later that evening, the rural counties in the Rio Grande Valley further eroded the Stevenson lead, which was reduced to 854 v**es.

A Precinct Is 'Discovered'

The next day, county officials ''discovered'' that the returns from one precinct had not yet been counted, Mr. Caro said, and those v**es went overwhelmingly to Johnson. On Monday, there were more new returns from the Rio Grande Valley.

But on Tuesday, the state's E******n Bureau announced that complete returns had given Stevenson a 349-v**e victory, with 40 v**es still uncounted.

There were no significant changes Wednesday, and Stevenson still led on Thursday. On Friday, the Rio Grande Valley precincts made ''corrections'' in their e******n returns, cutting Stevenson's lead to 157.

Also on Friday, Jim Wells County telephoned in its amended return, ''and suddenly, with virtually all the counting in the e******n over, Coke Stevenson was no longer ahead,'' Mr. Caro said. Johnson had won by 87 v**es. Challenge and Affirmation Mr. Caro confirmed the charges made at the time by Stevenson supporters that county officials had cast the v**es of absent v**ers and had changed the numbers on the tallies. For example, he said, Jim Wells County provided an extra 200 v**es for Johnson merely by changing the 7 in ''765'' to a 9.

Johnson's victory was upheld by a 29-to-28 v**e of the Texas Democratic Party's executive committee, and he went on to defeat Jack Porter, the Republican candidate, in the general e******n. And although a Federal District Court had ordered his name off the b****t pending an investigation, the order was voided by Associate Supreme Court Justice Hugo Black on a petition from Abe Fortas, who was Johnson's chief lawyer.

Mr. Caro's book also belies Johnson's contention that he played no role in buying and managing KTBC, a radio station purchased by his wife, Lady Bird, that flourished after the purchase. Months later, the Federal Communications Commission approved Mrs. Johnson's request to operate 24 hours a day on a more desirable frequency. Subsequently, the F.C.C. increased the station's wattage and profitability and KTBC became a CBS affiliate.

Cornerstone of an Empire

''Lyndon Johnson was always to maintain that his wife's radio interests were totally divorced from politics and that he, the politician in the family, had absolutely nothing to do either with acquiring KTBC's license or, once it was licensed, with its operations,'' Mr. Caro wrote.

He cites documents that contradict Johnson. Johnson is seen as involved in virtually every aspect of the enterprise, from payroll to frequencies to sales of commercials. The radio station formed the cornerstone of his financial empire.

''It was a case study of political influence,'' Mr. Caro said in the interview.

But the Democrats are the ones using shady methods to secure e******n wins.

Three weeks later, Cox officially won the seat.

She even attended freshman orientation in Washington, D.C.

This was a common story in California.
Four seats flipped from red to blue well after e******n night in the once reliably Republican Orange County.
Late flips in races that are nearly too close to call aren't unheard of, but comfortable leads (including a ridiculous 6.4% spread) rarely evaporate.

What happened?
The Democrats employed a strategy called b****t harvesting.
That allowed them to add roughly 250,000 late v**es in Orange County, turning all six seats in the county blue.

B****t harvesting allows anyon not just relatives and roommates, as was the previous standard to collect b****ts from v**ers and dump them off at polling stations.
The practice is illegal in most states, and comes with jail time in Texas, New York, and Pennsylvania.
The California bill allowing harvesting passed in 2016 with little fanfare, but some opponents of the bill foresaw the obvious problems.

They highlighted the fact that b****t harvesting is susceptible to v**e-buying, coercion, and fraud.
It's also unnecessary when v**ers can simply mail in their b****ts.
Democrats keep finding creative ways to win e******ns.

Former Minnesota senator Al Franken, who was pressured to step down after allegations of sexual misconduct, originally won his seat against Norm Coleman by a razor-thin margin of 312 v**es with b****ts that shouldn't have been counted.

Franken received hundreds of v**es from convicted felons who weren't legally allowed to cast b****ts.
In Virginia, a Democrat volunteer was sent to jail for enrolling dead people on v**er rolls.
In several California districts, there are more registered v**ers than actual people according to census data.
In Texas, poll workers were caught on camera encouraging i******s to v**e.

In an Arizona senate race, Republican Martha McSally held a narrow lead on e******n night, but Democrat Kyrsten Sinema surged ahead after thousands of b****ts were discovered in a high school.

In Florida, Andrew Gillum almost pulled off an eleventh hour victory when Broward County Supervisor of E******ns Brenda Snipes couldn't, and wouldn't, submit a b****t count.
Gillum rescinded his concession in hopes that enough Democrat v**es would magically materialize.
One video even captured a van pulling up to a polling station and delivering v**es, but Gillum still couldn't find enough v**es.
Gillum conceded once again, and Snipes resigned in disgrace.
This is just a snapshot of e******n shenanigans that have recently taken place, and they always break in the Democrats favor.

Strange how that happens.
If b****t harvesting becomes a normal practice, Democrats could start pulling off even more e******n miracles.

...meanwhile North Carolina the minister republican Harris was caught with the goods buying a v**e switching consultant who used the real b****t harvesting. The GOP has done their best to stifle and make that go away, including monkeying with the board tasked with deciding how to handle it.

Harris should be put in jail for this when people are being put in jail for v****g twice in other red states. I doubt a single right winger will step up and say they think these people and Harris should be prosecuted hard.

Good suggestion! Pacepa was one of the enemies of freedom and left the C*******ts under Ceaucescu so he knows about Socialism/C*******m and what it can do yet 50% of millennials think that is the way to go. Unbelievable!

I am a right winger, as you call us, and I think anyone who commits v***r f***d is a scourge on this country, and should be in prison. When a district gets more v**es than registered v**ers, or a district gets one hunfpdred percent of the v**es with no opposition, I would call that fraud. It is very prevalent in the Democratic Party and there is some that you could find perpetrated by Republicans. All are criminal acts and should be prosecuted.
