Pachai doesn't want to share the same data with the USA. Guess he feels the CIA and NSA have enough tech already when you combine FB, Google, Twitter, etc... to the list.
China is using the data to allow the Chinese government to control its population. Some businessmen were even using it to make employees crawl down the street on all fours as shaming and punishment but were told to cease and desist, that's the government's job and they h**e competition.

Google is part of the global government effort. For that they're doomed.
As a business they're allowed to do business with anyone unless there is a specific ban.
I don't like where Google is going but they will fail.
