How about the Kushner affair? Giving Kushner security clearance was well within his power, even over the advice of the CIA and FBI. And Trump did it, but lied and said he didn't. He didn't even need to lie about it, all he had to do was say, "Yeah, I gave him clearance, so what. I can do that."
