Louie: As a former combat veteran myself, I have seen the "rules of engagement" change depending on the circumstances and who was in our crosshairs. It is my understanding that the 'rules' are determined by the JCS and SecDef -not the president. Considering how many innocent civilians are k**led by errant air strikes and bad intelligence, I personally, would rather ere on the side of caution.
