I am unaware of those public statements, and would find it helpful to know when and where they were made.

On the other hand, we all heard the current president say publicly that he didn't have to declare an emergency to get his wall built, but he did so he could get it done faster. That sounds like usurping power to me. And by the way, if it were indeed an emergency, why did it take him over a month to declare it so?
