President Trump is Constitutionally prevented from shutting down the government, until CONGRESS fulfills it's Constitutional responsibility,
by forwarding a bill to the president's desk. Without that bill, the president was powerless to avert, let alone force, the shutdown, and that is a FACT!
Until that bill on his desk, President Trump is powerless to end the shutdown that congress has thus far forced upon him and the nation, and that is a FACT!
Chuck Schumer is first in line for blame, for blocking a Senate v**e on a House passed bill, which he feared that that the Senate would pass,
and that the president would sign.
