That myth started being promulgated during the Obama administration. Several Obama orders and policy changes made it appear that there were less i*****l a***ns than was the case. I will cover a few of them here for 2010 and 2011. I stopped there. But I include a link to a site where I gleaned most of the info I posted. I only included those things which would affect the reported numbers of i*****l a***ns.

>May 19, 2010. He also ordered ICE to stop processing any i*****l a***ns apprehended in AZ. These would not be counted, nor would AZ be allowed to detail them. This eliminated the numbers by eliminating all from AZ. (this order preceded his lawsuit against our state for enforcing i*********n l*w.)
>June 2, 2010. He also ordered the DOJ to order discrimination investigations on any employer using e-verify. He brought his first legal action against AZ for our e-verify enforcement. These anti-e-verify actions prevented untold numbers of i*****l a***ns from being identified so again reduced the number of i******s counted.
>July 6, 2010. He brought his second legal action against AZ for our SB1070 law. This was written after Obama admitted he would not allow enforcement of i*********n l*w in AZ and that a state had no right to enforce a federal law. So we wrote our own which mirrored the federal law. Then Obama sued us!
>Aug, 2010. Obama orders ICE to restrict when, where, and under which circumstances they may detain an i*****l a***n.
>Feb 15, 2011. Obama reduces the area under operational control (where border patrol may enforce) from 4,000 miles to 69 miles.
>Apr 13, 2010. DHS granted deferred action and humanitarian parole to 34,448 i*****l a***ns. These were dropped from records of i*****l a***ns who had entered the country.
>Apr 27, 2011. Increased the minimum threshhold numbers of humans trafficked or drugs smuggled. by i*****l a***ns before they were allowed to be detained and prosecuted. Again, not being allowed to detain them, they are not counted as i*****l a***n border crossers.
>May 10, 2011. Obama announces Mexican border completely secured. For the next few months NO i*****l a***ns were detained or recorded.
> Aug 1, 2011. DOJ files suit against Alabama for HB 56. HB 56 would have made it a criminal offense in Alabama to violate federal laws which require aliens to carry their registration cards and register with the federal government; allowing Alabama law enforcement officers to verify an individual’s immigration status with the federal government if reasonable suspicion of unlawful presence arises during a lawful stop, detention or arrest; making it a crime to knowingly conceal, harbor or shield an i*****l a***n from detection; and requiring public elementary and secondary schools to determine the citizenship status of enrolling students for reporting purposes.

i*****l a***n detainees to be staffed by the Law Enforcement Support Center (LESC)– the same organization that is too understaffed to keep up with immigration status check requests from state and local law enforcement. Second, ICE revises its detainer form to include a new provision that requires ICE agents to “Consider this request for a detainer operative only upon the subject’s conviction.”
