Admittedly , a border wall probably wouldn't be the top of my list if I had five billion dollars (not even close - need to work about a thousand more lifetimes)... But considering how much the government spends on items like Planned Parenthood and the Military (which need to be funded yearly) I don't think 0.02-3% of the budget going to building a permanent border wall is really such an expense..
