I notice your source is long on claims and short on evidence. When an embassy gets a funding cut, does it come out of security or the wine and lobster budget?

You don't understand. The individual embassies have a lot of say in where their money goes. cutting money from the party fund of an embassy in a European country is a little different from cutting money to an embassy in a third world s**thole, yet Congress doesn't have much say in which embassy gets how much money.
