Her understanding of the work of the Framers of the Constitution and of history is so anemic that, well I'm totally triggered. The Enumerated Powers have nothing to do with the Divided Powers. I want you to read Section 8 until you understand that those items enumerated are assignments. Read them this way: thou shalt fund the Army, thou shalt create a Patent Office, etc. Are those Necessary Existential Abilities? Article One Section 7 lists "Have an Income" and "Be able to Think and give Orders" those are Necessary Existential Abilities.
