Scripturally, God said "Thou shalt not k**l" a very few times, compared to the number of times the Israelites were told to completely eliminate the Canaanites because of their evil culture.
A commandment of God is not judged in importance by the number of times said.
He is God.
If He said it once, is that not enough?
Where God speaks through His Holy Word regarding the wealthy and the poor, you missed some points:
Exodus 30:1: "The rich shall not pay more and the poor shall not pay less than the half shekel, when you give the contribution to the LORD to make atonement for yourselves."
Leviticus 19:15: "You shall do no injustice in judgment; you shall not be partial to the poor nor defer to the great, but you are to judge your neighbor fairly."
1Samuel 2:7: "The LORD makes people poor and he makes people rich, he brings them low, and he also exalts them."
