It takes very little sense to be antagonistic and devisive, both are of little sense. The biggest thing that Waters has on Ocasional vortex, or wh**ever it's name is..Waters is a professional at stealing monies for her own use.

Her district straddles from the Bronx across Little Neck Bay, a substantial body of water which is several miles, to Queens. If The Throgs Neck Bridge were not there, there would be no direct vehicular contact between the two sections. As it is, there is no direct pedestrian contact between the two sections. The only way you can walk from one section to the other is to go through Manhattan. None of the three bridges between Queens and Manhattan has a footpath.
