Article 1 Section 4 gives Congress the right to choose the Time and Manner in which Congressional V****g can be done...
So, to ensure accurate processing of Early V****g, the Congress should Pass a Law that all Early V****g B****ts for Congressional Seats must be received by the Official Early V****g Posts within 14 days of a Federal E******n, and that all Early V****g B****ts received after the 14 day date will be destroyed, including all Early V****g B****ts posted but not yet delivered prior to the date limit...
Also, Congress should pass a Law that any Federal E******n B****t, regardless of being Early or Day of the E******n, that has a signature of the V**er that does not match the V**er's Signature that is On Record will be destroyed...
Also, all Federal E******n B****ts must be cast by Early V****g - no later than 14 days prior to a Federal E******n - or on the Day of the E******n... No exceptions...
If Early V****g B****ts are at a Postal Station after the 14 day limit, they will be destroyed...

I would add that results would have to be reported by a specific time or not counted with penalties for failure to report. Also, greater controls to prevent "newly found b****ts" from suddenly appearing.

"Specific Time" for Results & Penalties - such as Prison - For Failure To Report On Time Sounds Excellent...
"Newly found b****ts" would be destroyed as per the Proposed Law...
