It is true, obama is history.... but, the deals presidents make carry forward.
Financial deals in particular, those the President and Congress obligate the US for, those continue until a new deal is negotiated, expire, or does not receive funding.
The deal with Saudi was not negotiated by this administration. However, a new deal is now being negotiated for funding in fy20. If this is approved and funded and if President Trump is not reelected, then the next President will be obligated to fulfill that commitment. The federal budget is a far-sighted budget.... meaning that there are obligations that must be honored, else we loose our credit rating.... like what happened under the obama administration. Thankfully, we are now seeing the end of the obligations from the obama administration.... but not all. Some deals are given a 10 year payoff.... these are not included in Discretionary spending. These are Mandatory spending. Many of our social programs are mandatory as well as sales to other countries. Discretionary spending is what you see negotiated each year..... this includes any additional requirements not met in mandatory spending.... So, as you can see.... the sale, because it is a legal binding contract between Saudi Arabia (not the prince or king) and the USA (not the President).... we have to honor the deal, especially because part of the t***saction has already happened--partial payment from Saudi Arabia to the US Treasury in Sep 2016.

As for President Trump.... the deal that is now being addressed in the Senate .... between the US, Canada, and Mexico.... he owns that. We will see if this turns out to be a good deal for the US sometime around 2019/2020. It is not an immediate affect. Parts of that deal is a steady minimum wage for workers that will be incrementally applied.
