Apply the law fairly. Make ‘permits’ affordable for youngsters and then EXPECT them to obey the law and teach them the consequences for not doing so.
Seems a very good system to me. My parents would have picked me up from detention and given me a lot worse ‘what for’ than the police would ever have done.
Total stupidity and madness for public officials to take issue with enforcement of the laws that the officials put in place.
This story is an absolutely perfect example of what is wrong in America today.

Fighting to support parents and officials who complain when little Johnny gets his hand slapped while little Johnny is standing behind mommy and daddy sticking his tongue out at the policeman is nothing I will ever fight for.
That’s exactly what is wrong today - two generations and schools that have been taught to not respect the law, who have been taught that little Johnny should be allowed to get away with anything he ‘feels’ like doing.
I agree that today it’s impossible to obey the multitude of big government laws and regs that wrap around us like a spiderweb.
Thank goodness Trump is taking a big scissors to laws and regs using his administration to do it.

Fairly would be the same cost's for a permit for anyone not cheaper prices for a permit for kids. These so called kids are entering into the adult world. They did not even have a permit that right there gives them an unfair advantage just on price's they could charge for a single bottle.

If the US was free, peaceful, had a booming economy, had a balanced budget, had sound money, had safe streets, had no minimum wage, and taxes imposed by all levels of government took less than 10% of our income in the past, are Americans happier now that the USA is a police state, at war, has a dead economy, is in debt, has a minimum wage, and high taxes?

I have a different opinion. If you must ask and pay the government every time you want to do something to improve your lot in life, you are not free. S***ery was abolished but the government has just kept doing workarounds. The only constitutional right you must go to state court first, instead of the federal government, is your personal property rights. The income tax is another. Today you can't even have a lemonade stand in your driveway without a permit, you can't burn a pile of leaves in autumn on your own property without government permission, you can't cut your friend's hair for a few bucks without taking an expensive course. Ridiculous! I'm thinking about no longer filing my income tax until Lois Learner stands trial. Even fired IRS employees whose personnel files were stamped "Do Not Rehire" have been rehired. A lot of identity theft is an inside job. Even soup kitchens are being attacked. Wake up, people!
Americans seem to have forgotten US history.

Whether the US is a democracy or a republic, the USA was not meant to be a police state.
New York: the USA may not have meant to be a police state. What the he'll does that mean? The USA WAS meant to have constitutional protection of free speech, free press, right to bear arms but ALL are UNDER ASSAULT and in great danger.
