If you are negotiating a huge foreign policy deal and you are talking smack to a reporter on the record or off, you are looking to derail the deal, which is exactly where Trump is at no matter what kind of ludicrous BS he tweets. He wants no deal with Canada and is doing nothing to indicate he does. This moron is a living breathing foreign policy disaster.

That “Art of the Deal” playbook is dog eared. The Canadians and Mexicans know exactly what his next blunder is before he does it. All they have to do is run out the clock and barring impeachment sooner or 2020 eventually he is gone and a sense of normalcy will return regardless of who replaces him.
