Read the history of Teddy Roosevelt. Read the history of the growth of organized crime, white collar crime, and anarchy in the early 1900s.
Look up the history of how Secret Service agents were loaned to other federal agencies to conduct criminal investigations and how AG Charles Boneparte began a long and controversial objection to using Treasury Dept agents for investigative and law enforcement in areas outside their primary purpose, and how he recruited SecService agents for permanent LE enforcement within the Justice Department. Read how his successor, George W. Wickersham, gave this band of agents their first name—the Bureau of Investigation..

I think he still got his pension because a few months ago, he only needed a few more days on the job and this comes a lot later.
