If f******l is so deadly why isn't each death treated as murder or manslaughter?

If a person gives or sells a substance to somebody which substance is known to cause death, that I would hope is a crime. There must be some reason it isn't treated as a crime. The undesirable increase in the crime rate, perhaps.

F******l in and of itself is not deadly. It is a powerful drug used for pain reduction. It has to be misused or abused before it becomes deadly. And selling drugs not prescribed to you has been illegal for quite some time.

I've read that there is some modified f******l which is 10,000 times worse than heroin and fatal. If someone sells this why shouldn't they be considered murderers.

I assume it is an illegally manufactured version of F******l, and most drug cartels are in fact murderers.
