Bureaucracies are very compartmentalized. Much of our intelligence gathering shortcomings are due to the fact that these alphabet agencies do not share information with each other. They are very territorial. It is possible that actors in the GRU conducted an operation without anyone else knowing. I have heard claims before about "17 US intelligence agencies agreeing on Russian collusion." Problem is there is no collusion, and if they did agree it would be the first time in history that they did so.

This brings up a question.... does the FBI, CIA, NSA, HHS, or any of our "Intelligence" Agencies ever make mistakes? Government has a saying.... "you tell the lie and I will back you up."
Personally, I think the DNC and the RNC were hacked. I think when the DNC was hacked interesting dirt was discovered. When they hacked the RNC, the office could not keep enough coffee on hand to keep the hackers awake. Were the hackers Russian, perhaps. That brings a larger question, was the hacking done due to orders from President Putin? If it was not the Russians will the alphabets find the real hackers? Or are they so far down the rabbit hole that uncovering the real hackers would send most/all the involved department heads into immediate retirement? Further, will American citizens ever be told.... or will it come out peace-mill like we learned about Joseph Raymond McCarthy's witch hunt for C*******t?

That may be his opinion.... but, who has seen any evidence? We have evidence of banking issues with those who have gone to trial, but I have not seen evidence of the hacking.
