I actually agree with part of your 1st paragraph.
Obama could have easily MAGA any time he wanted to. He could have done it quicker and better than Trump is doing now, because MAGA would have been unaposed if Obama had initiated it.
But Obama didn't want to MAGA. Obama is a Prog, after all.
