According to a “discussion draft” of the Ryan proposal, which was provided to Breitbart News:
The plan does seek a $25 billion fund for the wall, but it legalizes at least 1.8 million i*****l i*******ts — likely 3.6 million i******s — before any wall is built. The DACA migrants could use their legal status to apply for a green card after five years, and for citizenship later, if Congress provides the appropriated funds for the wall.
The plan trims chain migration of extended families by almost 80,000 a year, but does not set any limits on the fast-growing inflow of immigrants’ elderly parents, including the illegal-immigrant parents who brought the ‘DACA’ youths into the United States. The trimmed green cards would not be cancelled, but would be allocated to DACA migrants and to white-collar immigrants sought by business groups after the five-year waiting period.
The plan ends the visa lottery, but it preserves the current policy of giving 55,000 green cards per year to migrants — in this case, the DACA i******s — who do not have the sk**ls which are needed to raise productivity and wages in the United States.
The Ryan plan delivers several reforms to immigration and asylum law that will close up several loopholes used by economic migrants — but it also creates new incentives for more migrants to try to get into the United States, even before the November e******ns.
Ryan’s amnesty plan is also coupled with a promise to provide in July another guest-worker program to the low-tech parts of the agriculture industry. That size of that expansion is undecided, but proposals by Judiciary Chairman Rep. Bob Goodlatte would have provided the agricultural industry with roughly 800,000 guest workers, plus 40,000 workers for the meatpacking industry. The program, dubbed the H-2C visa, may be combined with a requirement that larger employers use the E-Verify system to exclude i*****l i*******ts from jobs.
The Ryan plan does include an option to allocate visa-lottery green cards to the DACA migrants — or some older children of guest workers — who rank highest in a merit-based test. This would shift U.S. immigration policy towards Trump’s call for a merit-based, productivity-boosting immigration system.

Business groups used their political influence to block the compromise reform plan in the Goodlatte bill, citing text which enforces significant cuts to the current inflow of legal immigrants.
The annual inflow of 1 million migrants join the U.S. workforce alongside 4 million American graduates and push down wages in construction, retail, agriculture, and in many other blue-collar and white-collar sectors. The migrants also are consumers and retailers, so boosting revenue for U.S. investors and Wall Street.
That demand for more imported labor is a central goal of the donors who are funding the GOP politicians who signed the discharge-amnesty list.
“Our goal is to not cut legal immigration,” Rep. Carlos Curbelo told RollCall.com on June 8. The number of i******s who get green cards from the amnesty should be “as high a number as possible,” he said. The number of young i*****l i*******ts in the United States is estimated at up to 3.6 million, and 1 million people legally immigrate each year.
On June 13, Curbelo repeated his demand, telling TheHill.com that “some visas may be shifted towards employment visas, but our goal is to not cut legal immigration.”
Curbelo’s donors include some of the Florida millionaires who have threatened to cut off donations until Ryan approves an amnesty. For example, Mike Fernandez’s MBF Healthcare Partners has donated $10,800 to Curbelo in the 2018 cycle. This is why I object to calling people who are here illegally "immigrants", that's like saying Russians illegally immigrated to the Crimea. Illegal = crime, therefor, any discussion relating to this crime should NOT be part of any immigration legislation. Equalizing legal migration and illegal migration is a fundamental error and patently un-Constitutional.
As far as legal migration is concerned, I still object to businesses importing labor - justifying it by claiming that there are not enough Americans with the requisite sk**ls - this is a blatant lie. There are literally 100's of 1000's of college graduates working at Burger King and Walmart and other minimum wage jobs - so - either appropriate jobs for them are filled by imported workers, colleges are selling useless degrees or both, which means that THIS needs to be addressed immediately.
The entire Congress, Democrats, Republicans and the very few Independents, has abrogated it's responsibilities and violated it's oath of office. Not one single foreigner should EVER be imported for any reason whatsoever..................as long as a single American remains unemployed. Corporate America loves foreign labor - because it is cheaper labor - and with the GOP having just given them a windfall with their corporate tax reduction bill - corporations can just go f$ck themselves and/or pay Americans what they're worth.

I seriously urge everyone NOT to buy into any immigration lan of Congress until/unless you have seen/studied an original, uncensored copy for yourselves. Congress simply cannot be trusted to share ALL the details with us before (or after really) they pass it. Remember, even Trump's compromise proposal was sneaky. We were told this proposal ended chain migration, but it changes nothing for 10 years, thus allowing everyone on the waiting list to get here (10 years = 10 million new people). Also, this would never have ended anything, because, 1. The democrats would gain control, or near-control, of Congress and would stop this change ever happening. OR. 2. Time would pass, the people would forget, and Congress would simply never act on this 10 years later. This is congress' history on immigration, get their ammesty BUT never follow through on anything else. They, neither party, can be trusted on any aspect of immigration if it involves closing the gates, ending any policy, curbing any entries, curbing any work visas, reforming deportation laws or operations. Such a massive invasion of non-assimulating foreigners always leads to internal degradation for that country, just as we already see happening, but one must assume from the evidence before us that this is exactly what our congress/government/l*****t citizens want to happen.

I agree. By definition, i*****l a***ns cannot be immigrants. Immigrants follow the rules and enter a country through the legal process. I*****l a***ns break into a foreign nation criminally and remain criminals every day they are present in that country. The liberals always shy away from this and try to equate their illegal entry as so unimportant we should not even be mentioning it. But it does matter and matter greatly because the whole massive mess of foreigners, legal and illegal, is turning our country into something less, something it was never meant to be.
