Actually the census has quite a bit to do with citizenship. It measures the number of representatives for congressional districts based on the number of citizens. And Congress represents citizens of the U.S.A.

You are mistaken. The founders counted many non citizens....as 3/5 of a person. Also, they did not consider v**ers the same category as people. Women were citizens and were not allowed to v**e.

Nowhere does it say citizens. It says whole number of free persons. Representatives, taxes and revenues are not decided according to citizenship. They are decided upon the basis of free people. Since we have no 'unfree' people, everyone should be counted.
