Unfortunately, since this act has never been enforced the doctrine of desuetude makes it improbable that it will ever be applied to anyone. Given a politicized judiciary and sufficient political strength, it may well be attempted but will most likely have any convictions overturned.
The best bet with Kerry is to pull his passport. Start a backfire by digging up his mistresses or prostitute contacts to give him something to occupy his time. Check to see how much he profited from the sales of our Uranium to Uranium1.
