These are legally binding subpoenas with everything included except the name of the person that he wants to serve, which he can fill in at anytime! In effect, it could be Me or You.

Mueller is getting ready to fry Manafort's ass and the subpoena's were obtained for witnesses and documents in the upcoming trial. These all have to go through the court where they will then have names attached and any document requests made and at that time they will be served.
The subpoena request are simply part of trial pr********n. I love how you cons think something nefarious is going on when it's just SOP in trial pr********n.
