Fix this before you leave office, please!

Here is what has gone wrong. The Powers that were divided between the Branches of Gov have been redistributed. George Washington, in 1796, warned us to not let this happen, but politicians wanted to control Spending so they did a quid pro quo with the President (FDR). Now he can set the agenda and implement it while they Raise Revenue split it up and take it home. What could go wrong with that system? Thomas Jefferson said (September 1789) President Spends - Congress Pays, so the Annual Spending Bill is unconstitutional. Congress is given the powers listed in Article One; Section 7. They are Raise Revenue (To Pay Bills with) and Order Resolve, and V**e (Which is Decision making, Memory, and Command and Control of what the Government will do) That constitutes the Thought Process. The Congress is supposed to be the Architect that designs what the Government will do, and the President is supposed to make it happen.
Please call upon the Court before you leave office. Don't let that failure be an embarrassment upon your record of service.
