Your subject line is misleading. What Nunes was saying is that there was no lawful justification for the spying the DOJ did on Trump's campaign. The Obama admin. broke the law by spying on Trump.

I had to read it a couple of times. But what it means is what you said, that Obama's DOJ had no justifiable cause, no necessary intel to spy on Trump.
