I think I might know what this strange speech was about. From what I gather this is the opening shot at Cynthia Nixon who is challenging Cuomo in the Democratic primary. Nixon is white and may have problems with the minority coalition the Democrats favor. Nixon's candidacy is a challenge from the far left white people to Cuomo. What better way to neutralize her than to pander to i******s and attack Trump at the same time.
Even though Cuomo is far left to us, to your average Democrat Marxist v**er he may not be left enough.
