In my humble opinion the root cause is that the current country system is to lazy and soft on criminal today. Criminals know this and literally get away with murder.
Violent or repeat crimes should not be plea bargained and should carry the maxim time.
Repeat crimes and illegal criminals should carry double the sentience.
That'd just my two cents worth.
