Most of what you are suggesting here is nearly spot on. But just nearly. Was the permit in question authorized in advance? YES! And the explanation is; all request for 'permit to display' (march, rant etc.) are vetted up to 12 months out (advance date) and in blanket form. (fill in the blanks later) Which means seldom is the promotional name of the organization or purpose of the activity known in advance of the proposed activity. Permits are 'for sale' 12 months of the year but in reality, it's a small window of time that is acceptable to the hundreds of groups that wish to protest in the Capitol hence, the forward-looking request/vetting. Now here's where this gets interesting. Due to time constraints, so many hours in a day, limited manpower to support set up/take down, security, EMS, permits are sold to 'bulk-buyers' the MSM, the DNC/RNC (you and I as citizens could never get such a permit) any number of pre-qualified parties who can and do reserve their spot knowing the unexpected desire to protest will arise. When it does the holder submits its permit to MPD and away they go. Since a permit for wh**ever a cause describes the number of blocks to be utilized and that number determines the headcount allowed it's safe to say that each media group present with a camera submitted their respective pre-purchased permit.

As for Our CIA k*****g students well that truly isn't of interest to the CIA. The FBI? Yes. Ruby Ridge, Waco, Wounded Knee are 3 undeniable examples of the FBI's willingness to k**l civilians. And Our National Guard can't deny its involvement with the Watts r**ts of 1964/65, Chicago and Detroit 1967 nor Kent State, May 4, 1970.
