California does what? The only avenue of finance between California and the Federal government is decidedly one-way, and it's into, not out of, California. In 2013, the Federal government t***sferred $343,725,000,000 into the 'Great State of California'. That's not a typo, that's $343.725 billion. In one year. California is a huge parasite on the teat of the Federal government.

That's 'above my pay grade'. My guess is that the Federal government is financing this 'experiment' so it's surviving, thus far. Beyond that, don't ask me, I'm no good at analyzing insanity.
