The Trump Administration is doing exactly what his predecessors did, only Trump doesn't know it. Increasing sanctions, working behind the scenes, engaging China. The only difference is Trump threatening a military solution that everyone plainly sees is bluster. And he is humiliating Tillerson, which everyone agrees is strange.
