oldroy Loc: Western Kansas (No longer in hiding)

Stockton, California, the most recent large city to take out Chapter 9 bankruptcy seems to be a haven for people who don't speak English at home and others who admit to not speaking it well. I have to have some thoughts about why so many of those people are immigrants in a city that can't pay its bills. Maybe the e-mail I got today about all the things that i*****l a***ns receive when they live in the US has something to do with that bankruptcy.
