You are just distorting the issue. Many people jay walk with out getting tickets. I say that only a small few ever get ticked for jay walking in the US.
As to i*****l i*******ts I would say may more are arrested than get in. While one can say that even one is to many getting in. Much more effort is given in stopping Immigrants than jay walkers.

According to the polls, the majority of Americans are ok with pot. They don't want to see people arrested for simple possession. I suspect that most people also get no joy in a j-walker being arrested.
I think law enforcement has more important things to worry about.
