ACA (selective enforcement strikes back):
To be fair, he's not rewriting the ACA. He is selectively enforcing it. There are a lot of skeptics and he's hoping to ease the business community into the law if and when the success of it is self-evident. There's a lot of fear out there, and fear is a powerful motivator to both positive and negative action.
Will this impact businesses owners negatively? Maybe in the bottom line at first, but there's more going into what affects the bottom line than just expenditure and revenue.
A happy employee, is a hard working employee. Theoretically, you'll get infinitely better returns from a happy employee than you will from a disgruntled one. Are you more inclined to do business with a company where the the customer service rep is nice and understanding and works hard to satisfy your complaint, or will you do business with the mean rep that doesn't care about your problem? The pattern that I see from many companies that I've worked for is that (at least it's my perception) the upper management doesn't care about my well-being; that I'm just a means to a vacation or a bonus for them. How does that affect me? I'm not as inclined to go the extra mile, and I'm constantly looking for a better opportunity, which increases their costs as they have to train a new person.
Then I guess we come to whether or not it's right to force a business to provide a benefit for it's employees. I'm not sure. If a business has poor benefits, they should evolve or die.
Executive Orders:
In general, executive orders are an expected duty of the President going all the way back to George Washington.
As it pertained the the DREAM act, it applied to students (current or former I'm not certain of) that graduated from highschool or earned a GED and honorably discharged service members. It's more akin to a sweeping pardon for these individuals than an imposition of law.
Cap and trade:
As far as I can tell the executive order pertaining to this claim is

The EPA is under the purview of the Executive and exists because Congress believed the President had the authority to reorganize the agencies of the Executive branch.

I do not believe any of the topics touched on thus far constitute a violation worthy of impeachment, or at the very least will not result in an impeachment proceeding that will a) result in Obama's removal from office or b) be supported by a good majority of the people. The drawing up of articles of impeachment could very well backfire on the representatives drawing up the articles or v****g in favor of it. Not to mention the defeat of the proceedings in the Senate would serve to divide the country further.
