They like the freedom to explore their own sexuality. The almighty state allows them that because it offends the people the state wishes to punish. If sexual freedom ever causes problems for the ruling class, that freedom will also be withdrawn. Freedoms are like cookies in that as treats they can be withdrawn to control the children.
