The Stomach-Turning Numbers Behind America’s Police Violence

Posted on Jul 5, 2017

By Celisa Calacal / AlterNet

The number of fatal shootings by police officers in the first half of 2017 is nearly identical to the number of shootings recorded during the same time period in 2016 and 2015, according to the Washington Post’s police shootings database.

Police have shot and k**led 492 people in the first six months of the year, and authors John Sullivan, Reis Thebault, Julie Tate and Jennifer Jenkins write that police k*****gs are set to reach 1,000 for the third year in a row. According to the Post’s database, which began in 2015 following the shooting of Michael Brown in Ferguson, Missouri, 992 people were k**led by law enforcement officers in 2015 and 963 were k**led in 2016.

“These numbers show us that officer-involved shootings are constant over time,” Geoffrey Alpert, a criminologist at the University of South Carolina, told the Post. “Some places go up, some go down, but it’s averaging out. This is our society in the 21st century.”

Data from 2017 show that armed white males are the category of people k**led the most by police officers, a continuing trend over the past two years. However, black males are k**led at disproportionately higher rates. While black men account for only 6 percent of the U.S. population, they make up about a quarter of police shooting victims. According to Mapping Police Violence, a database that tracks the number of black people k**led by police officers, b****s are three times more likely to be fatally shot by officers than white people. The Post’s police shooting database shows that the number of black men k**led by police has been declining—50 were k**led in the first half of 2015, 34 in the same period in 2016 and 27 so far this year.

Of the 492 people k**led by police, 27 were reported unarmed. One such victim was 15-year-old Jordan Edwards, who was slain in April leaving a party in a Texas neighborhood when an officer fired several shots into a moving vehicle.

Equally alarming is the number of mentally ill people law enforcement officials have shot and k**led—121 so far this year. In June, Seattle police shot and k**led 30-year-old Charleena Lyles, a mentally ill black woman who was pregnant at the time. She had called 911 to report an attempted burglary at her home, and officers allege she pulled a knife on the two officers. Reports from the Seattle Times revealed that one of the officers was not carrying a Taser at the time of the shooting, a violation of department policy.

Chuck Wexler, executive director of Police Executive Research Forum, said the shootings of mentally ill individuals can be avoided. “We know we can make a difference in cases where the person is mentally ill and in cases where someone is not armed with a gun,” Wexler told the Post.

An estimated 8 percent of police departments across the country have had an officer fatally shoot a civilian since 2015. LAPD officers have k**led 47 people since 2015, the highest number of any police department in the country. Phoenix police have k**led the most people in 2017, fatally shooting eight.

While the FBI technically tracks fatal police shootings, its database relies on voluntary reports from police departments and only covers cases of officers shooting alleged felons. Data from the Washington Post suggest the agency’s figures are significantly lower than the actual number. Former FBI director James Comey called the FBI’s system of tracking fatal police shootings “embarrassing and ridiculous” last October. On Saturday, the agency said it would move forward with a data collection program to gather information on police shootings in 50 local and federal law enforcement agencies, with the intention of forging a nationwide system in 2018.

In October 2016, the Department of Justice said it planned to collect more comprehensive data about police shootings. But under Attorney General Jeff Sessions, a Trump appointee who has called consent decrees a hindrance to law enforcement efforts, it is unclear if the agency will follow through on its promise.

Not only has the number of people fatally shot by police remained about the same as in previous years, so has the number of officers indicted for fatal shootings. Previous reporting from the Post reveals that from 2005 to 2015, just 54 officers had been charged, though police k**led thousands during that period. More often than not, law enforcement officers were acquitted of all charges.

In the past month, several officers have been cleared of charges after fatally shooting civilians. Officer Jeronimo Yanez was acquitted of all charges for k*****g Philando Castile during a traffic stop last July, though Castile was complying with Yanez’s orders. A week later, Officer Dominique Heaggan-Brown was acquitted in the shooting death of Syville Smith. In the case of former University of Cincinnati officer Raymond Tensing, who fatally shot Samuel DuBose in 2015, a mistrial was declared after the jury couldn’t come to a verdict. A separate trial for Tensing last fall also ended in a hung jury.

I recommend you stay away from alternet, that site is populated by l*****t hacks. It goes without saying that they will spin up wh**ever tales that will put the police in the worst light possible. Obama, Holder and Lynch are the ones who declared war on our nation's police, they are the ones who have pushed our police into a corner. The police are between a rock and a hard place now. The stress on police officers today is unimaginable. It is no wonder many of them are reactionary in the way they deal with confrontations. And, it must be noted that over the past 8 or 9 years, the standards in recruitment and training have gone way down. This is the result of many factors, economics being just one, and this has resulted in much lower performance and professionalism among new police officers. Plus, there is the morale factor that, above everything else, makes the situation even worse.

I'm not clear on what your beef is with the police, but you are way over the top in your biased view of them. Nobody's perfect, dude, even cops make mistakes, and, it is true, there are some bad cops, but they are a significant minority. You have been champing at the bit to start some kind of war or armed revolution or i**********n or revolt or wh**ever you call it, what do you think such a thing would accomplish? Who is the real enemy, Sici? Who or what do you want to take down? Talk is cheap, it is action that speaks. So, go for it, man, lock and load, start your war. It only took one assassin to start the First World War, so there is a precedent.

And, FYI: 492 deaths nationwide at the hands of police DOES NOT constitute "the wholesale slaughter of citizens". In Chicago alone, so far this year, 1866 people have been shot, 326 of them were k**led. None of these were shot by police, and the majority of them were black. Just over the 4th of July weekend, 100 people in Chicago were shot, 14 of them were k**led. So far this year, Chicago police have k**led 7.

Hey, Jackass!

Nothing like a liberal putting his spin on it. The whole damn country is not armed. About 1/3rd of the American population legally own guns. The total number of guns possessed by criminals cannot be known, there is no way to track that.

Sessions IS NOT OK with cops k*****g people or citizens k*****g each other or people k*****g cops.

Noted you have valid points but I'm looking at the bigger picture in the long run.
We are at 623 as of last night and on record to break the year's total Murders.

The war is coming on many fronts and no one can stop it, yes I'm watching, reading it all and keeping track of what I can daily.

3 years ago none of you would ever have thought we'd be at this level.

By this time next year we'll be at double Trouble... then everyone will really start to wake up.

Within 3 years we'll be full speed into running street battles with many flanks simultaneously as things continue to escalate out of control.

Isn't it beautiful ?

The people have lost the respect for the police and when a person is confronted by a cop to many times they are belligerent and push their luck.

Then of course the punishment part is nothing more than allowing the guilty to go unpunished. Many people have been able to walk free when everyone knew they were guilty. Then when they are found guilty they are given lenient sentences and in these prisons today they have their living standards raised 70% ,why not disrespect the laws and law enforcers .

Valid points and again it's all cooked and should never have turned out this way but everyone and everything kicks the can down the road...

No one has a real solution
No one has a plan for the future
No one should be paying for Illegal ScumBag Miscreants and Refugees, Muslims in our Prisons either... on our Coin $

I can go on and on and on but you get the point.

This K**ler Cop issue is the Tip of the Berg and more is going to be revealed.

Our Society, Culture is in trouble on many fronts and Cops are stuck in a cunundrum with a Target on their backs.
