The San Bernadino false flag shooting has two agendas. To scare the public into accepting gun control legislation and to scare the public into allowing any magnitude of atrocities to be committed against Muslims. This false flag operation, along with the recent false flag operation in Paris may be designed to soften up the public enough to convince them that sending ground troops into Syria is necessary for their security.
