You point to President Trump as though he is at the center of every little move the Federal government makes. If only. The fact is that the President is responsible for the following:

"The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States".

"Power to grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment".

"Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur".

"Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session".

"[T]ake Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States". In other words, if it comes to his attention that a member of his administration is failing to reasonably execute his duties as outlined, it is the President's sworn duty to correct the situation as s/he sees fit.
