We are past due for a National ID. It could be used for voting, all government programs, simple to put in operation.

Make it a photo ID that must be renewed every 5 years. Cost say $5 per renewal. It would be issued to USA citizens. We could issue a different color for foreign visitors.

Pass a law to benefit from any government program you must be a citizen. If you become a naturalized citizen you must comply with the requirements or your citizenship would be rejected.
The reason to make it renewable, it would keep the voter roles current. No more dead people voting. It would also slow down the desire to enter the country.
