BTW, The USA has done more than its share to reduce pollution levels. How many years/decades have we been paying an extra $300 for vehicles to be equipped with catalytic converters for instance?
In 1970 and 71 I flew around Kentucky, Ohio and PA in Army helicopters. I have 35mm slides of the pollution below 3,000 feet from above. I wished we could have stayed above that brown muck. Much better these days.

I predict there will be a strike with a small directed EMP weapon that would render useless any electronic device in a given area. We can choose how wide the outage would be by the altitude at which it is deployed.
This would disable their hacking activities targeting our infrastructure.
The weapon causes no human or animal harm. Just electronics, vehicles, power plants, etc.

If our military were unleashed Afghanistan would be a foot note in history by now. Why isn't it?

I would urge caution when dealing with either Russia or China. They are developing weapon systems we haven't figured out how to defeat yet and if either one sunk a carrier, what would we do? Go nuclear?
